Gratuidad de la educación superior en el Ecuador: perspectiva de la Zona de Planificación 1

Abstract
En el presente artículo se presenta un análisis de la gratuidad de la educación superior en el Ecuador desde
la perspectiva ciudadana de la Zona de Planificación 1 que integra las provincias de Carchi, Esmeraldas,
Sucumbíos e Imbabura. La investigación realizada es de carácter cualitativo, con un enfoque bibliográfico
y descriptivo. Después de una década de la implementación de la Ley Orgánica de la Educación Superior
(LOES), la población objetivo concuerda con el hecho de que la gratuidad de la educación superior debe
considerarse como responsabilidad del Estado, debe ser equitativa, accesible y un bien social; sin embargo,
resulta preocupante la percepción de que la gratuidad no es del todo real y que frente a ello se debe considerar
la priorización en la asignación de los recursos hacia otros sectores de gestión.
